The Minister for Local Government, Melissa Horne, has announced Dr Graeme Emonson PSM as Chair of Moira Shire Council’s Panel of Administrators. This comes as outgoing Chair, John Tanner AM, concludes his tenure on Sunday 9 June 2024.
Administrator Emonson said that he welcomed the Minister’s announcement and looks forward to serving the Moira Shire community as Chair of the Panel.
“Over the past 15 months, groundwork has been established by the Panel of Administrators, but there is still considerable work to be done. Our primary objective remains the rebuilding of good governance, trust and credibility with the community,” said Dr Emonson.
“As a Panel, we are committed to listening to the community and to being decisive in our decision making. We are focussed on positively positioning the Council to return to an elected Council in 2028.”
Speaking on his time at Moira Shire Council, Chair Administrator Tanner stated that it has been a privilege and honour to be of service to the Moira Shire community, and he looks forward to following Moira Shire Council’s journey in the years ahead.
“I am delighted that the Minister has appointed Administrator Emonson as Chair of the Panel. Both Administrator Emonson and Administrator Suzanna Sheed AM were appointed to the Panel until 2028 – Administrator Emonson’s appointment to Chair ensures a seamless transition as I step away from Council, allowing ongoing continuity for the work that has commenced and the foundations that have been laid,” said Mr Tanner.
Administrators Emonson and Sheed offer a wealth of knowledge and experience to their roles on the Panel.
Administrator Emonson has previously served as a Chief Executive Officer across rural, regional and large metropolitan councils, with his experience in local government spanning more than 30 years. He has also served as a very senior executive in the Victorian state government. His extensive leadership experience, combined with government and public administration practice, has led to a strong understanding of governance, community engagement and best practice.
Administrator Sheed has over 40 years’ experience as a regional lawyer and was an independent member of the Victorian Legislative Assembly from 2014 until 2022. She is a highly respected member of the community, with a depth of understanding of the key issues facing those living in regional areas and a commitment to community engagement.
