Outgoing Administrator John Tanner AM reflects on his time at Council

Chair of the Panel of Administrators, John Tanner AM announced that he will conclude his tenure at Moira Shire Council on Sunday 9 June at the May Scheduled Council Meeting. Chair Administrator Tanner will take a leave of absence from Wednesday 5 June, with Administrator Graeme Emonson PSM acting as Chair Administrator for this period.
Upon his appointment, Mr Tanner was focused on a fundamental objective for Moira Shire Council - a return to basics. He emphasised that the path forward was anchored in principles of good governance, transparency, adherence to best practices, and a strong commitment to community engagement.
In December 2023, the Panel of Administrators oversaw the appointment of Moira Shire Council’s Chief Executive Officer, Mr Matthew Morgan, bringing certainty to leadership within the organisation.
“Mr Morgan’s appointment was a fundamental step in ensuring long term stability within the organisation,” said Mr Tanner.
“Stability within local government organisations is crucial for fostering sustainable and prosperous communities. It builds trust and confidence amongst residents, ensuring good governance and best practice procedures are adhered to.”
“Not only is there now stability in operational leadership within Moira Shire Council, but also in the permanency of the composition of Council. Administrator Graeme Emonson PSM and Administrator Suzanna Sheed AM are nearing 12 months since their appointments to Council, and will continue through until October 2028.”
“I acknowledge that there is still work to be done, but we have undertaken a period of reset. Foundations have been laid, and a key focus will continue to be the restoration of trust, credibility and respect.”
Reflecting on his time at Moira Shire Council, Mr Tanner highlights the contributions of the local business sector, as well as the vibrancy and innovation that characterises the area.
“I find the cross-pollination of people and businesses within Moira Shire remarkable. We have businesses that have built their foundations within one town, and then expanded to operate from multiple localities. People travel throughout the shire for work and leisure, creating incredible opportunities and a lasting impact,” said Mr Tanner.
“While our major towns are significant, it is also important to recognise the southern Moira Shire corridor, which includes places like Nathalia, Numurkah, Wunghnu, Katunga and Strathmerton. We have large-scale businesses thriving in these areas, generating opportunities for the community not only in terms of investment and development, but also local employment.”
“Administrators Emonson and Sheed will continue to adopt a strategic approach for the entire shire, with connectivity being of paramount importance.”
Changes to major project management has been a priority, with significant steps taken to ensure streamlined delivery.
“The Yarrawonga Library, Events and Performance Precinct, the Numurkah Levee, the Yarrawonga Multisport Stadium – these are all key projects in progress. Moira Shire Council is committed to these initiatives, and will see them through,” said Mr Tanner.
“Project delivery is now under a revised management structure that applies greater due diligence at all stages. It is about enhancing performance and Council’s capacity to deliver projects within realistic budgets and timeframes, and that ultimately meet the needs of the community in the longer term.”
Mr Tanner has expressed the honour he has felt in servicing the Moira Shire community and Council over the past months, and his gratitude for the support extended to the Panel of Administrators in achieving their objectives.
“Moira Shire Council is focused on moving forward, not looking back. Much has been accomplished over the past 14 months, but the journey continues. Administrators Emonson and Sheed are dedicated to building trust, respect and credibility within the community. They will listen attentively but remain decisive in their decision making.”
“I look forward to following Moira Shire Council in the coming years as they prepare for the return to an elected Council in 2028”, concluded Mr Tanner.
