Proposed Moira Shire Council Use of Common Seal and Conduct at Council

At its meeting on 28 February 2024, Council resolved to authorise the commencement of public consultation on the proposed Moira Shire Council Use of Common Seal and Conduct at Council Meetings (Amendment) Local Law 2024.

The purpose of the Local Law is to:

  • Regulate the use of the Common Seal;
  • Prohibit unauthorised use of the Common Seal; and
  • Make it an offence for non-compliance with the conduct provisions with Councils Governance Rules applying to Council Meetings.

The proposed amendment will provide authorisation for the Chief Executive Officer to affix the common seal to section 173 Agreements, which are entered into by Council as the Responsible Authority under the Planning and Environment Act 1987. Under the current Local Law, the common seal can only be applied to section 173 Agreements by resolution of Council.

We are seeking your feedback on the draft Local Law in accordance with Section 73 of the Local Government Act 2020 and Councils Community Engagement Policy.

  • You can provide your feedback to Council by lodging a submission online, or by mail or at our service centres in Cobram and Yarrawonga.
  • Your submission must be received by 4pm Friday 20 March 2024.
  • All submissions received by the deadline will be considered by Council prior to deciding whether to proceed with the proposal, with or without amendment, at the next available Scheduled Council Meeting.
