Council is required to develop a Revenue and Rating Plan by 30 June in the year following a general election. The Plan provides a medium-term strategy for how Council will generate income to deliver on the Council Plan, program and services and capital works commitments over a 4-year period.

The Revenue and Rating Plan incorporates:

  • how revenue will be generated through rates on properties (including differential rates on different property classes);
  • fixed service charges that might be applied on services such as waste or recycling;
  • fees and charges for services and programs;
  • developer contributions and other revenue;
  • revenue generated from use or allocation of Council assets (including the application of discounts and waivers);
  • recurrent and non-recurrent operational and capital grants from other levels of government; and
  • other activities established to deliver programs or services and generate income or reduce costs.

The Revenue & Rating Plan was adopted by Council on 23 June 2021.

Moira Shire Council (Council) is responsible for the management of Regionally Prohibited and Regionally Controlled weeds and established pest animals located on rural roadside managed by Council in accordance with the Catchment and Land Protection Act 1994 (CaLP Act).  

This management plan is built around a best practice approach to weed and rabbit control. The treatment criteria outlined within the management plan is based on the ability to achieve best practice. The criteria are used to identify priorities for treatment of weeds and pests on Council managed roadsides.

Our tourism plan, sets out a clear and accountable framework to our industry. It summarises visitor pillars, tourism pillars and sets out a plan to raise our profile (digitally and industry facing) to future proof our region.

This high level document is not a detailed action plan. The purpose of this high level document is to represent Council’s approved position to guide Council’s future tourism activities and investments.

The feedback received from key stakeholders has informed the final Tourism Plan and how it can be implemented.

The Moira Shire Waste Management and Services Strategy (WMSS) guides the delivery of all waste services provided by Council. The WMSS aims to sustainably meet the needs of the community and align with state and regional waste priorities.

The WMSS considers the environmental, social and financial impacts of Councils waste management. A number of recommendations are made to guide Councils waste management activities and services into the future.

Our Municipal Wellbeing for All Ages Strategy 2021-2025 aims to provide Council and the community with a clear and strategic planning approach that integrates planning for health and wellbeing across all stages of life.

Endorsed by Council on 27 October 2021.

A master plan is a blueprint for the future development. 

A master plan is an agreed direction by the landowner/manager and users about the best way to develop a site or a facility, based on the current demand and condition of facilities. It is not intended to be a commitment to fund development projects in the short term.

The objectives of Yarrawonga Showgrounds Victoria Park Master Plan:

  • To improve accessibility of the precinct facilities for a wider range of residents
  • To increase opportunities for the Yarrawonga community to be socially and physically active
  • To improve the opportunity for tenant groups/clubs to continue to grow their membership base and become more financially sustainable at the same time as providing a destination for social/family recreation in Yarrawonga
  • To consider the growing population of Yarrawonga and provide new opportunities for both active and passive recreational activities
  • To provide guidance for future strategic financial planning by Council and fundraising initiatives by the precinct user groups
  • To enhance environmentally sustainable practices in the precinct
  • To improve the aesthetic appeal of the precinct and make it more functional, enjoyable and attractive place to visit
  • To continue to build on the recent and planned developments at the reserve to make it a regionally significant sports and events precinct.
